Bred by Gerrit De Ruiter (Netherlands, before 1983).
Introduced in United Kingdom by Fryer's Roses/Fryer's Nurseries Ltd. in 1983 as 'Blue Peter'.
Class:
Miniature, Patio.  
Bloom:
Lilac - purple.  Mild fragrance.  Small, semi-double (9-16 petals) bloom form.  Blooms in flushes throughout the season.  
Habit:
Short, bushy, compact.  Small, semi-glossy, light green foliage.  

Height: 1' to 18" (30 to 45cm).  Width: 1' (30cm).
Growing:
USDA zone 6b and warmer.  Can be used for beds and borders or container rose.  Spring Pruning: Remove old canes and dead or diseased wood and cut back canes that cross. In warmer climates, cut back the remaining canes by about one-third. In colder areas, you'll probably find you'll have to prune a little more than that.
