In doing some research on several older hybrid teas I came across a discrepancy regarding the year Mme. Nicholas Aussell won the Gold Medal at the Lyon rose trials. The 1931 ARS annual says that it won that award in 1930 rather than 1931 as listed re this rose on HMF. Would it be presumed to be primary source?

No, the ARS isn't the primary source. A European publication would be. But it is a source.
