Many roses, especially HTs, suffer from bad cases of powdery mildew during spring and fall in my garden, in Med. climate Greece. I can report that RC has not exhibited the slightest sign of this affliction in the 2 years I have it. Blackspot is not a big problem in my garden so I can only say that RC has never shown the signs of it either. Main problem is sawflies which seem to love it.
It is also a strong leafy bush which repeats even during the hotter months when many roses take a rest. The flowers exhibit a strong perfume and do not get shattered in rain although they can be stained and last reasonably long in the vase. Size in my warm climate can be 2m (6ft) high if not severely deadheaded.
This is a rose that should be better known and grown more often.

Thank you! That should throw back the breeding year of POUlduce / Tivoli at least five years.
