I have 3 bushes of Sally Holmes, first year own root. Chicagoland Zone 5b. Two bushes (from Heirloom, planted in early July) are planted together in a new raised bed with very good soil and southern exposure (i.e. full sun). These two have grown like a weed. However, both now have blackspot. Of 170 newly planted roses, only 3 have blackspot - these two Sally Holmes and one Gold Medal. All three purchased from Heirloom and arrived in the same shipment. I do spray regularly. It's possible I forgot to spray the two Sally Holmes since they are not in the main rose gardens but I don't think so. My other Sally Holmes - from High Country - has no blackspot. I definitely did not forget to spray Gold Medal. We really have not had blackspot type weather here all year - been dry and hot for the most part.
So blackspot Rx for me - remove all the bottom leaves - and spray these three at shorter intervals. We'll see if I'm a rose doctor or not. Plants seem to be growing/blooming ok.
Update: I passed the rose doctor test

I’m in Northern California pruning my roses, and I got a couple of Sally homes that I put in in March of this year, well actually 2020. They were on route roses, quite small, would you prune them in the first pruning season or let them go the first year?
