I am starting bare root roses. I know they need to put energy into root development now. Why couldn't I dust the roots with rooting hormone as I pot or plant them? I am planting cold hardy roses in zone 5.

You could, but you're wasting your time and rooting hormone.. They will root and grow very well without it.
