Are the branches red on the new growth only? This seems like such a distinctive trait it's curious the photo does not appear to show it.

I am sorry, but I cannot answer your question. In an effort to reduce the size of my pot ghetto, it was one of the plants I took to the plant lotto as I had no ground space in which to plant it. I honestly do not remember much about the color of the new growth, but I do remember that it was a heavy bloomer. As a generalization, I have found that weather/climate can play a role in how red the new growth is on roses that have a red color on new growth.

I found this quote on Ludwig's Roses Facebook page when doing a search for this rose:
Ludwig's Roses February 7, 2019 'Muzi-Lucia LUDbursun never stops producing medium sized, shapely blooms on good stems all season long. An amazing result crossing the lilac 'Paradise' (Burning Sky) x the yellow 'Johannesurg Sun'.
