How come this rose is widely available in the U.S.A. and Aurtralia but apparently not in the U.K.?

I am guessing it's because it does better in warmer less rainy climates. Many roses do. Many grow several feet more and have more prolific bloom in fact. However there are some varieties grown in New Zealand you can't find in U.S. and some old English ones not easily available in U.S.

It does. IT loves heat. Slow in March, April, and May, here in Oregon, and then it takes off in June and July.

Although it would have done well in UK, because the blooms are fairly rain tolerant, and the plant is a typical UK type (short, wide plants, but with large blooms).
