It's interesting how some Hybrid Teas develop when presumably left on their own. This almost looks like a very sparse Tea.

At the risk of opening that old chestnut of roses losing their vigour, the climber growing in my childhood garden was healthy with plenty of foliage. I have a young plant with budwood taken from the pictured GD climber and to date foliage cover is good. Probably other factors like soil PH come into play.
