I've been growing Moonstar for three years now and she's been wonderful in my z11 climate. Very heat tolerant, and never any powdery mildew. Strong fragrance and almost always in bloom.
The only downside is that the blooms tend to stay on forever and look ugly after a while, but I don't mind deadheading regularly.
Sets hips.

After asking Weeks customer service in Wasco about a relationship in parentage with Moonstone they told me it is not their variety

'Moonstar', 'Miss Tango', 'Miss Magenta', 'Fizzy Lady' are not in sale in the USA by Weeks. However, they all have WEK... as their registered breeder code and are introduced in Europe by Sunflor Collection, which describes itself as "SUNFLOR® propose des Roses de jardins créées par Week’s Roses, obtenteur leader aux USA et Interplant, obtenteur leader aux Pays Bas", i.e. Sunflor distributes roses of Weeks and Interplant. Roses by the latter have the breeder code INT... Weeks in Wasco is possibly not aware of what is happening in Europe.

Correct. For example Blue Eden Sunflor is 'Wild Blue Yonder', and Amber Flush Sunflor is ... Amber Flush. lol Borneo Ordure Sunflor is just Borneo Ordure by Interplant. The list goes on.

There there are Cityflor roses, which seem to be shrubs. Mirato Cityflor is simply Mirato by Tantau. Well, at least it appears that way.

Based on the code, its possible the last half of the code implies 'Miss Congeniality', which falls in line with the look, foliage, and scent in the European online catalogs.

The first half of the code name probably implies 'Perfume Kisses', which is probably Moonstone x Top Notch.

If the above is true, it would would out to something akin to [(Moonstone x Top Notch) x (Wild Blue Yonder x (Meredith x Betty Boop))]

As told in the initial comment Weeks denied that it is a variety of theirs.
So the breeder Christian Bedard must be wrong too.

WEKperkimico is still on sale in France by Pépinières Dima. Breeder is mentioned as being Tom Carruth. So, definitely a link to Weeks, but not commercialized in USA

Yes Jedmar! I placed an order for her in the fall and should be getting her in mid-January. Because of the name I had assumed there must be some relationship with Moonstone. I am hoping she will be as heat tolerant as Moonstone but with extra fragrance. I'll be sure to post pics and reviews here as she grows!
