Correct spelling would appear to be 'Billiard et Barré', which represents the nursery firm of Alexandre Billiard and François-Félix Barré at 6 & 20 Rue de Chatenay, Fontenay-aux-Roses, France.; see pp. 58 and 64 of the Journal of the Société Nationale de France, vol. XXI, 1899.
