No, you are right. On their website under "Clematis-Information/Versand" they state that Westphal ships in Germany and all of Europe. However, under "Kundeninfo/Versandinformation" is a separate statement as follows: "the new rules of export to private people within the European Union is disproportionate for small sales. We need a VAT number for each country were we ship to. So we see ourselves forced to stop exporting in the future. Sorry for this bad news." Strange, as online shops of other companies seem to function all right.
