can you tell me if elsa spaeth clematis is a vine or a small shrub

can you also tell me what it means when the bottom leaves of my jackmanii superba clematis are spotted white and how do i fix this

definitely a twining vine. Can get at least 6-8 feet tall if left alone and with below average care. Larger with excellent care.
