Bred by Thomas Rivers & Son Ltd. (United Kingdom, before 1837).
Class:
Gallica / Provins.  
Bloom:
Purple, golden-yellow stamens.  Moderate fragrance.  35 to 70 petals.  Average diameter 3".  Large, double (17-25 petals), borne mostly solitary, cluster-flowered, in small clusters, flat bloom form.  Once-blooming spring or summer.  
Habit:
Few or no prickles/thorns, upright.  Large, dark green foliage.  

Height: 39" to 5' (100 to 150cm).  Width: 2' to 3' (60 to 90cm).
Growing:
USDA zone 4b through 8b.  Can be used for garden.  Produces decorative hips.  Prune after flowering is finished.  This rose blooms on old wood.  
Patents:
Patent status unknown (to HelpMeFind).
Notes:
Brent Dickerson reports that Rivers's 1837 catalog lists 'Rivers's Superb Tuscan' which calls into question the formerly listed parentage by William Paul based on Peter Beales' Classic Roses. MRXI also lists Rivers.
