The flower is so big, almost 5" accross. Lovely disease free growth, very healthy plant with constant blooming.

I have been thinking of putting a "City of London" rose in my cool weather, west coast garden.  I noticed that the pictures seem to be mostly from climates with a fair amount of heat.  Should I look for a different rose?

I'd be grateful for a reply.

It actually does better in cool climates. It was bred in the UK, which is somewhat similar to the Pacific NW (a more cool area).
