Bred by Tom Carruth (United States, 2000).
Introduced in United States by Weeks Wholesale Rose Grower, Inc. in 2000 as 'Outta The Blue'.

Shrub.  
Bloom:
Fuchsia / magenta, ages to darker .  Strong, clove, spice fragrance.  40 to 50 petals.  Average diameter 4.25".  Very large, full (26-40 petals), cluster-flowered, in small clusters, old-fashioned, scalloped bloom form.  Prolific, blooms in flushes throughout the season.  
Habit:
Medium, bushy, spreading, upright.  Medium, matte, medium green foliage.  

Height: 3' to 5' (90 to 150cm).  
Growing:
USDA zone 6b through 9b (default).  Can be used for beds and borders, cut flower or garden.  Disease susceptibility: susceptible to blackspot .

The varietal denomination of the new variety is `WEKSTEPHITSU'. It has as its seed parent the variety know as `STEbigpu` (U.S. Plant Pat. No. 6,262) and as its pollen parent an undisseminated seedling of my creation....description is of 3 to 4 year-old rose plants of the new variety grown outdoors in Upland, Calif. in the month of September.
Notes:
Armstrong Garden Centers describes the unusual coloring of this rose as rich magenta marked with yellow at the base and reverse of each petal. As the flowers fade, they turn into shades of lavender, blue and cream...
